What Lawyers Need to Know About Emergency Preparedness and Disaster Recovery
Sponsored by ABA Section of State and Local Government Law and the ABA Center for Continuing Legal Education with support from the Public Entity Risk Institute.
Produced to help local communities, and the lawyers who advise them, become better able to plan for, manage, respond to, and recover from potential disasters, this documentary-style video program addresses key legal issues in emergency preparedness, response and recovery. It brings together lawyers and other experts from around the nation with experience in responding to catastrophic events. They describe in simple but powerful ways how lawyers can help prepare their communities and the nation for the effects of natural disasters, such as hurricanes, floods, earthquakes or tornados, and man-made disasters, such as terrorist attacks or biological warfare. Whether discussing the response to an urban forest fire in Albuquerque, the challenge of continuing operations after a disaster on the scale of the World Trade Center collapse or the destruction caused by a hurricane in Florida, their advice has a practical edge.
Topics addressed are:
• The Role of the Lawyer
• Prevention and Mitigation
• Preparedness and Response
o Continuity of Operations
o Organizing Resources for Response
• Recovery
The program aims to stimulate audience members to enhance their ‘pre-event’ emergency planning, and to increase awareness of the legal resources that are available in planning for and coping with disaster.
Duration: 70 minutes
Credit Hours: 1.17 hours in a 60-Minute State, 1.4 hours in a 50-Minute State
Produced: 2005

GSA Offers Free Forcible-Entry Training
Nov 3, 2005 3:47 PM
Many new and recently renovated government facilities have windows that are specially designed to protect occupants from glass fragments and debris that may result from explosions, high winds, gun shots, physical attack and other severe events. These special windows are generally harder to break than typical windows. This may cause some difficulties for an unsuspecting and unprepared occupant or firefighter attempting to vent or clear a window in the case of an emergency. In response, the U.S. General Services Administration's Public Building Service sponsored the development of training to make occupants and emergency responders aware of the special characteristics of security windows and to provide training in proper methods to ingress or egress through such systems.
The training presents background information on blast, hurricane, and ballistic resistant windows, along with methods and issues associated with clearing such windows. The Web-based training is available to the public at www.oca.gsa.gov/firefighter/index.php. The Web site includes videos of firefighters using hand tools and power tools to vent and clear a wide variety of windows. In addition the full report and a training manual are available for download.
Students may evaluate their knowledge by taking the examination and are eligible for a certificate of training should they pass the test. Since the training Web site was made available in July 2005, several hundred firefighters and other interested parties have taken the course and successfully passed the online examination.

We (the goverment) also have a lexan type film that covers the windows in our older buildings. The film goes over the glass both on the inside and outside of the window. Once it's applied it turns the windo into a safety glass similar to the windshild of a car. I'm not sure who all outside the DOD has applied the covering to the windows but all USAF buildings (including recruiter offices) have been directed to apply the covering to their windows. Just FYI if you all run to an older goverment facility.

National Terrorism Preparedness Institute (NTPI) was founded in May of 1998 as a result of the Nunn-Lugar-Domenici Act with the intent of providing Emergency Response to Weapons of Mass Destruction Terrorism Training to first responders nationwide. NTPI is part of the Southeastern Public Safety Institute located at St. Petersburg College in St. Petersburg, Florida. NTPI is funded by the U.S. Department of Defense; the U.S. Department of Homeland Security (DHS) Office for Domestic Preparedness (ODP); Technical Support Working Group, Research and Development for Combating Terrorism; Bureau of Justice Assistance; U.S. Army Training and Doctrine Command; and Defense Information Systems Agency.
The adjunct course instructors are selected from experts and recognized leaders in their respective disciplines from throughout the United States. The courses are high-impact, hands-on, scenario driven and address specific shortfalls in the response capabilities of the various public safety agencies. NTPI has and continues to form partnerships with agencies tasked to conduct threat analysis, plan development, curriculum development, and technology development.
To ensure that course content is relevant to the needs of the first responder, we established an Advisory Board composed of senior members of the various services that we support.
Our courses use the latest in instructional technology and the most current information and procedures in emergency response to terrorism. We provide conventional classes with hands on components, distance learning via the Federal Emergency Management Agency (FEMA) Emergency Education Network (EENET), and distance learning broadcasts via satellite.
Please browse the rest of our site for more information on our course offerings and programs.
NTPI Mission:
To provide education and training for our Nation in terrorism awareness, prevention, preparedness, response, and recovery.
