Not sure about upstate, but in Sussex County, most Fire Departments that have an ambulance have career employees. Most of the departments that have career employees assign them only to the ambulance, however, there are a few that allow them to ride the engine and fight fires. I know that Lewes allows them on the Engine, I believe Millville does also. Rehoboth allows them to fight fires, but they have to respond on the ambulance to the scene, then they get put to work when they arrive. I believe Laurel allows them to fight fires also. Not sure if Laurel allows them to ride the engine or not. Hope this helps.

I think Dover and Wilmington are career departments.

Wilmington is the only career department in the state of Delaware. Sussex (and I believe Kent and New Castle) have some career paramedics, but few of them ride fire apparatus on a regular basis.

I believe Dover is the only state capitol left in the entire country protected solely by volunteers. Correction anyone?

As far as Sussex goes, ALL Paramedics are career. The county handles ALL ALS in Sussex. The only exception to that is Delmar. They run ALS in their first due, whether its Delaware or Maryland side. As I stated in my previous post, most fire departments and rescue squads (in Sussex) that have an ambulance have at least one career employee. The busier ones have more then one. Some allow employees to staff fire apparatus, some do not.

New Castle county Fire Companies hire "Career" staff for the stations, as a rule of thumb these positions are to handle the First recieved alarm. Some companies (1 or 2) forbid engine duty but the remainder handle everything. For another side point the IAFF local 4417 has there own web site. This is the union for @ 35 firefighters started two years or so ago, the first new IAFF in Delaware in the "Volunteer" companies. As of this post there are about 95-110 full time staff in New Castle County, Wages and benefits vary greatly, Fire Duty and EMS run volumes keep these men and women quite busy.
