It's about goddamn time. I especially like the comments about this finally (maybe) becoming a reality because the FD had to do background checks on its employees. WTF?! Why not just tell the effing truth? "The District of Columbia is a risk averse entity. We are so goddamn afraid of the POSSIBILITY of a lawsuit that we prefer to do nothing instead of anything!"
