how is it or why is it that Guppy can post what I deem to be confidential dept. info on his web site ? The promotion ranking are not public information.

Coming from the news side, all item that are issued such as a Special Reports, Memorandums, and General Orders can be access by filing a freedom of information act, unless the agency can prove such information is confidential in nature, this information can be published. The company journals do fall under the same laws, so be careful what you put there. Also your e-mail is somewhat confidential, but can easily be access by court order, {access by your department can be somewhat hazy since they just cannot access you e-mail at will, but they will need a specific reason.}
I do not know Guppy, but he seems to short cutting the system, however enforcing all laws will only slow down his access to this information at max 30 days.
