The Government of the District of Columbia is seeking a Battalion Fire Chief. The position is located in the Operations Division of the D.C Fire and Emergency Medical Services Department. The primary role and/or function of the Battalion Fire Chief for Emergency Medical Services (EMS) is to act as the senior full-time (24/7) operations officer for emergency medical services in the District of Columbia.

The incumbent provides around-the-clock city-wide supervision of emergency medical services in the Operations Division of the D.C Fire and Emergency Medical Services Department. Responds to significant or major emergencies, disasters or crisis mitigation incidents, which necessitate EMS Incident Command implementation and/ or definitive patient care intervention. Initiates investigations of internal and external customer service requests. Recognizes and mitigates situations which may have medical-legal implications. Confers with the Operations Deputy Fire Chief regarding staffing and manpower issues. Ensures the emergency medical staffing levels for basic and advanced life support are operating at optimum capacity. Enforces agency and governmental policy objectives.

Basic Requirements:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. A substitution of education for required experience will be allowed. However, in order to receive credit, applicants must submit official proof of educational attainment at the time of application.

Clinical skill in the knowledge and application of pre-hospital basic and advanced life support emergency medical care should be performed at an expert level of competency. Examples include: (a) expertise in the identification and interpretation of life threatening symptoms, (b) ability to record patient history and provide appropriate care and treatment, (c) experience in working under severe environmental and physical conditions.

Conditions of Employment:
District of Columbia paramedic certification must be earned and maintained as a condition of employment.
Operational certification as a Fire Officer within 12 months of appointment is required. Must be certified to the Fire Officer II level in accordance with the standards of the National Fire Protection Association (NFPA), or equivalent, and must meet at least one (1) of the following three (3) educational and training requirements:
1. Certification to Fire Officer III level in accordance with NFPA standards, or equivalent;
2. A minimum of forty-five (45) semester hours of college level course work, with at least fifteen (15) semester hours in core subjects such as English composition, mathematics, and science, and the remainder in fire science, emergency management or EMS administration courses, or the equivalent of fire science, emergency management or EMS administration courses; or
3. A minimum of thirty (30) hours toward certification as Fire Officer III in accordance with NFPA standards, or equivalent, with an additional fifteen (15) semester hours of college level course work in core subjects such as English composition, mathematics, and science.

Ranking Factor 1: Comprehensive working knowledge of the National Incident Management System and National Response Plan. Ability to develop comprehensive working knowledge of the District Response Plan, D.C. Fire and Emergency Medical Department ICS and SOG’s, and District of Columbia State Medical Protocols.
Ranking Factor 2: Ability to: develop operational strategies and tactics which evolve to manage multiple patient and mass casualty incidents; recognize and mitigate on scene and safety hazards of emergency responder personnel through existent resources and technology.
Ranking Factor 3: Thorough understanding of disaster epidemiology and the relationship to patient mortality and morbidity, including weapons of mass destruction, chemical and biological terrorist agents and their physiological and psychological effects.
Ranking Factor 4: Comprehensive background and intricate working knowledge of the cause and effect of EMS to the community; this includes extensive experience and a working knowledge of all training, medical protocols, policies, operational procedures, as well as quality assurance measures.
ALL APPLICANTS MUST:

• Possess and maintain a current valid driver's license
• Possess a current valid NREMT- Paramedic certification
• Pass a urinalysis drug screening and thorough medical examination

• Maintain ability to pass self-contained breathing apparatus (SCBA) face-piece fit testing as required by OSHA Respiratory Protection Standard 29CFR1910.134.
Preferred Experience: Examples of specific experience or education relevant to this position may include the following:
• A bachelor’s degree in fire science, homeland security/emergency management, EMS management, public administration, or related field;
• Certification to the Fire Officer III level in accordance with NFPA standards or equivalent;
• Certification as a Chief Fire Officer or Chief Medical Officer through the Center for Public Safety Excellence (CPSE);
• Completion of the Executive Fire Officer Program (EFOP) of the National Fire Academy;
• Completion of the Ambulance Service Manager (ASM) certification course.
Salary Range for the Position: $91,428 to $106,446

This position requires that the selected individual to become a domiciliary of the District of Columbia. Assistant Fire Chief, Emergency Medical Services

The incumbent serves as Assistant Fire Chief for Emergency Medical Services, providing direction, oversight and advice on matters relating to the management of emergency medical services. Provides executive management, policy direction, strategic and financial planning, and program evaluation to ensure the attainment of the agency goals and objectives. Develops programs as needed to efficiently manage systems, policies and procedures to meet changing needs; maintains statistics in conjunction with other Assistant Fire Chiefs of daily, monthly and annual activity reports. Keeps the Fire and EMS Chief, and other Assistant Fire Chiefs informed of results, trends, etc. As directed by the Fire and EMS Chief, develops liaisons with representatives of the state and local government jurisdictions for concerns involved in emergency medical services for the purpose of improving the service and developing regional programs. May be subject to operational mobilization for major or complex incidents. May be required to fill staff positions under the District Response Plan and/or Departmental Emergency Mobilization Plan. Prepares annual budget requests, justifications and requisitions for supplies and equipment necessary for proper and efficient emergency medical services delivery. Determines and adjusts deployment strategies to be used in setting up efficient emergency medical services delivery. As directed, participates with or represents the Fire and EMS Chief, and other Assistant Fire Chiefs in meetings for the purpose of establishing policies, programs or revising present ones, and in negotiating with representatives of government agencies, departments and committees; and works closely with the Department of Health and other stakeholders to assure frequent and cooperative communications with all hospitals participating in the District of Columbia Emergency Medical Services System and effective links among all aspects of emergency medical care. Contributes to the selection of subordinate supervisors and new employees. Reviews all serious disciplinary cases when appropriate and recommends approval or disapproval to higher level management. Responsible for overseeing the development and maintenance of administrative reports to the Fire and EMS Chief, and other Assistant Fire Chiefs. Reports will cover service performance measures such as response times, drop times, etc. Researches and presents information on an on-going basis of varying illustrations, proposals and trends which would enhance or affect patient care delivery methods.

• Must possess a current, valid National Registry of Emergency Medical Technicians-Paramedic certification.
• Must pass a thorough medical examination, including a urinalysis drug screening.
• Must pass a thorough background investigation.
• Must maintain the ability to pass a self contained breathing apparatus (SCBA) face-piece fit test. (Required by: OSHA Respiratory Protection Standard 29CFR1910.134)
• Must pass a physical ability test
• Must obtain and maintain a District of Columbia paramedic certification.
• Must be certified to Fire Officer II level in accordance with the standards of the National Fire Protection Association (NFPA), or equivalent, and must meet at least one (1) of the following three (3) educational and training requirements:

The desired qualifications are:
• A Bachelor’s Degree in EMS Management, Public Administration, Homeland Security/Emergency Management or other closely related subject.
• EMS Supervisor or Battalion Fire/EMS Chief experience in an agency with a minimum of 400 full-time emergency operations personnel.
Completion of any of the following programs:
• Executive Fire Officer Program (EFOP) of the National Fire Academy
• Chief Fire Officer or Chief Medical Officer through the Center for Public Safety Excellence (CPSE)

Physical Demands
The work can be physically demanding and may be performed under austere conditions with long periods without sleep. The incumbent will be designated as an essential operational employee and will be subject to call-back for emergency operations. Incumbent may be required to operate in an Immediately Dangerous to Life and Health (IDLH) environment. Incumbent must be able to meet operational requirements for donning and safe use of respiratory protection (including structural firefighting PPE, Level A Haz-Mat, SCBA, and PAPR), including regular fit-testing. Long and irregular hours may be necessary to accomplish assigned goals and objectives. This includes rotating shift work assignments and extended work hours beyond regular conclusion times. In addition, mandatory operational certification requirements also make it necessary to meet certain physical demands.
Work Environment
The Assistant Fire Chief for Emergency Medical Services works in both an office and field environment. Field environments may include fire-grounds, motor vehicular crashes, Metro subway locations, railway derailments, aviation related accidents and terrorist related threats or acts. The incumbent may be exposed to significant risk to life and health in the operational environment, including (but not limited to) hazardous materials, environmental extremes, fire, unstable structures, natural and man-made disasters, violence, and attacks using weapons of mass destruction.
