well, in certain states, cities, Id dare say this would be very helpful...of course in many cases the Depts there should have already in place affirmative action for Hyspanic with those Departments...like afro-american,hindu,chinese,arabic are not far behind....but again,as our population diversifies,this point could be beneficial...but ordering, Id think many UNIONS would want to choose before forced with out proper training being paid for by the municipality...

There is a county in Kansas, who this week was declared as now having "whites" as a minority. Hispanics are a very fast rising population element in most areas around the country. Its time we learn at least enough to get by on in an emergency. Yes, I agree with the "english" advocates who feel that if you are going to live here, learn the language...but it takes time.

Gee,I wonder why he doesn't MAKE the CITIZENS learn ENGLISH, seeing this is AMERICA.....

Collegette studys have shown that those who speak ENGLISH are easier to train to speak another language..however those of foreign discent including Spanish,French,Russian,and Oriental are harder to train English.... think about it....we have many words which are spelled different sound the same and are defined as meaning different as well.... thus most communities which this can and in some places should be implimented will start with those IN EMPLOYEMENT to learn a specific language... Bi-Lingual is always prefered for places like Miami,Los Angeles,New York, New Orleans, and the South Western states.... how each community decides this is best to do can be disheartening to the Rank n File but in long run its what it most likely Will Occur..in due time.....Yelling 'NO abla por vor vor' just is not what is going to be.... This tends to make those vying for openings for employment concerned over each candidate ability to adhere to new or re established guidelines.
