Yes these are just the fires that get a working fire dispatch. There are fires in the city that don't get the extra equipment. Normally smaller fires that are knocked down quickly

Working Fire Dispatch (WFD) is dispatched by the IC when a working fire is "confirmed." It is dispatched as 1 Engine Co., 1 Truck Co., 1 Medic unit, Safety Officer, Firefighting Deputy, Air Unit, EMS Supervisor, and Fire Investigator.
