APPLICANT REQUIREMENTS
In accordance with Arkansas Civil Service laws and City of Little Rock Policies and Procedures, applicants for entry-level Firefighter positions must meet the following criteria (list is not all inclusive):
1. An applicant who is at least 20 and 1/2 years of age but less than 32 years of age* by the date of the written examination may begin the selection process. However, no person shall be hired as a Firefighter who has not arrived at the age of twenty-one (21) years or who has arrived at the age of thirty-two (32) years*. Any applicant who arrives at the age of 32* during the selection process shall be immediately disqualified and will not be eligible to receive an offer of employment.
*Exception for Maximum Age: Any person who has at least two (2) years of previous experience as a paid firefighter with another fire department and whose years of experience as a paid firefighter when subtracted from the person’s age leaves a remainder of not more than thirty-two (32) years shall be eligible.
2. An applicant must have graduated from a standard high school or must have a high school equivalency certificate, i.e., General Education Diploma (G.E.D.).
3. An applicant must have no felony convictions.
4. An applicant must have acceptable vision (uncorrected visual acuity must not exceed 20/50 in either eye, correctable to 20/20 in the stronger eye and 20/30 in the weaker eye).
5. An applicant must be in good physical condition. A physical agility test is required as part of the testing procedure. Also, a Firefighter candidate must pass a post-offer of employment medical evaluation and drug screen.
6. An applicant must be of good moral character. Candidates for employment are subject to background investigation.
FIREFIGHTER - ESSENTIAL JOB FUNCTIONS
Responds to fire and emergency rescue alarms by riding the assigned emergency vehicle to the scene.
Connects hose to hydrant and nozzle; straightens hose as required and directs stream of water as instructed.
Operates and climbs ladders to reach the roof or upper stories of buildings.
Operates power saw to cut ventilation holes in the roof of burning buildings.
Removes flammable and/or hazardous materials from the fire's scene.
Moves or assists in moving persons from the fire or accident scene; administers first aid, including cardiopulmonary resuscitation (CPR), to injured individuals.
Enters burning structures as required to extinguish the fire and to remove occupants or hazardous materials.
Rolls hose and loads hose and other firefighting equipment on to truck after fire is extinguished.
Cleans and performs preventative maintenance on hose, tools and equipment after each alarm; refuels power equipment and recharges any fire extinguishers used.
Reviews conditions of air packs, pumps and tools daily; recharges, repairs, or replaces equipment as required.
Positions equipment and uniforms in the proper location for use.
Performs various housekeeping duties at assigned fire station; cuts grass around fire station.
Washes, waxes and refuels fire equipment vehicles.
Inspects buildings as assigned to locate potential firefighting hazards and to obtain other related information.
Attends various classes to obtain information regarding firefighting methods, standards, first aid and related subjects.
Prepares incident reports for each alarm; operates computer terminal to enter incident reports and related information.
Serves as tour guide to groups touring a fire station or makes presentations to school or civic groups as assigned.
Serves as backup to the Fire Apparatus Engineer Driver by operating fire apparatus as assigned.
2004 FIREFIGHTER EMPLOYEE BENEFITS
(Salary and Benefits are Subject to Negotiated Changes)
UNIFORMS: Work uniforms and "turnouts" (protective clothing used by Fire Department employees) are furnished by the City.
SICK LEAVE: Sick leave is accrued at the rate of 15 days/tours of duty per year for up to four years of service, 12 days/tours of duty per year after four years of service thereafter (with maximum accumulation to 100 days). Accrued each pay period after one year probation.
VACATION: Three weeks of vacation are granted to employees each year after completing one year of service.
PERSONAL LEAVE:
One day/tour of personal leave is granted per year to employees with five years of service (as of June 30) to nine years of service.
Two days/tours of personal leave are granted per year to employees with 10 years of service (as of June 30) to 14 years of service.
Three days/tours of personal leave are granted per year to employees with 15 to 17 years of service (as of June 30).
Four days/tours of personal leave are granted per year to employees with 18 years of service (as of June 30).
LONGEVITY (BONUS) PAY: Longevity (Bonus) Pay is calculated at the rate of $5 per month times the number of years of service up to and including 30 years. Payment shall be made in June and the last non-payroll week of November.
INSURANCE: The City pays the total cost of medical, dental and life insurance for all full-time employees.
A. Health Insurance: Coverage for an employee's dependent(s) is available at the employee's option; should an employee choose to cover his/her dependent(s), the City will pay $100.00 per month toward the cost of family medical coverage.
B. Life Insurance: The value of this City-paid policy for fire fighting personnel is an amount equal to the employee's annual salary or $27,708, whichever is greater (from first day of hire).
C. Dental Insurance: Coverage for an employee's dependent(s) is available at the employee's option; should an employee choose to cover his/her dependent(s), the City will pay $6.00 per month toward the cost of family dental coverage.
D. Accidental Death & Dismemberment (A D & D):
The value of this City-paid policy for fire fighting personnel is an amount equal to the employee's annual salary or $27,708, whichever is greater (from first day of hire).
EMT PAY: Firefighters certified as EMT personnel shall receive a monthly allowance of $100; payments shall be made on a prorated basis of pay periods per year.
RETIREMENT PLAN: Retirement and disability benefits provided through the State of Arkansas Local Police and Fire Retirement System (LOPFI) program.

2)PHYSICAL AGILITY TEST
This test is designed to determine physical capabilities related to the work of a Firefighter. The physical agility test will be administered to all applicants passing the written exam. There is no score assigned to the Physical Agility test; it is pass or fail. An example of the types of tasks to be performed are listed below; however, a more detailed list describing each task will be available on the date of the written examination. (The Little Rock Fire Department reserves the right to make additions, revisions, or deletions prior to the Physical Agility Test date).
Physical Agility Tasks - While wearing 38 lbs. of equipment, applicants will perform the following within 13 minutes (except the Ladder Climb):
1. Hose Roll: Roll and unroll 50 feet of fire hose.
2. Hose Advance: Connect nozzle and drag 100 feet uncharged hose.
3. Ventilation Event: Strike device using a sledgehammer to simulate force needed to cut holes in roof or plywood sheathing.
4. Fire Extension Event: Crawl through attic rafters.
5. Ladder Setup Event: Carries and sets up 28 foot ladder.
6. High-Rise Event: Carries tools and hoses up to 4th floor of drill tower and back down.
7. Citizen Assist Event: Drags a 160 pound dummy.
8. Ladder Climb: Climbs and descends extended aerial ladder.
3) PRELIMINARY BACKGROUND CHECK
This check will be directed primarily toward criminal and traffic records.
4) STRUCTURED PANEL INTERVIEW
Applicants passing the written exam, physical agility test, and preliminary background check will be scheduled to participate in the structured interview conducted by a panel of trained raters. The following competencies may be addressed: stress tolerance, adaptability, problem solving, tolerance, commitment, and communication skills. All participating candidates will be eligible to continue in the selection process.
5) BACKGROUND INVESTIGATION
Based upon projected vacancies for the Little Rock Fire Department, applicants who complete the panel interview will be subject to the background investigation. This background investigation will include, but is not limited to, previous employment records, traffic, and criminal violations, education background, and military service record. Applicants should locate the following documents (as applicable):
Original birth certificate and original college transcripts and DD214 Military Discharge forms, if applicable, and copy of high school diploma (or GED) bearing an official seal. Supplemental background information will be obtained and considered on a continuous basis until employment. More information concerning these documents will be available on the written test date and during the physical agility test.
6)RANKING / CIVIL SERVICE CERTIFICATION
Candidates will be ranked on the basis of a composite score. Based upon rank and projected vacancies, a list of candidates will be certified as eligible for hire.
7) MEDICAL EVALUATION AND DRUG TEST
Following an offer of employment, but prior to employment, candidates must undergo a medical evaluation and drug test (at the City's expense) by the City's physician. Employment will be contingent upon the results of the medical evaluation and drug test.
VACANCIES (POSITIONS TO BE FILLED)
When a decision has been made to fill a vacancy, the Fire Chief will select one of the three (3) standing highest* on the eligibility list to fill the vacancy. Any offer of employment will be contingent upon the results of the medical evaluation and drug test.

WRITTEN TEST: Consists of multiple-choice questions and rating scales designed to test important cognitive abilities and personality attributes that are necessary for effective job performance as a firefighter.

The Study Guide provides sample questions and general information about the exam, and will be available for a $4 fee (cash or money order for exact amount only). The study guide is optional; however, use of the study guide will not be allowed during the written exam. ON THE DAY OF THE TEST
IDENTIFICATION REQUIRED: All applicants must present personal identification before being permitted to take the written examination (as well as for the physical agility testing and structured interview). Acceptable picture identification includes one of the following:
1) applicant's current Driver's License, or
2) applicant's Military Identification Card, or
3) an Arkansas Identification card.
All other forms of identification must be approved by the City of Little Rock Human Resources Department prior to the test date. All forms of I.D. must include a picture of the applicant AND current legal name AND date of birth. If proper ID is NOT presented, applicant will not be allowed to test.
PROMPT ARRIVAL IS MANDATORY: You may take the Written exam on either test date. Candidates only need to participate in one of the two test sessions/dates. However, testing will be limited to the first 200 applicants each day. There is no need to call and schedule for testing. Registration of applicants will begin promptly at 8:00 a.m. The doors to the test room will be locked promptly at 8:00 a.m. on both test dates. There is no grace period; there will be no exceptions!
PARKING: Availability of downtown parking is limited. The City will not pay for parking.
Saturday only: Limited parking is available behind City Hall (500 West Markham).

2) applicant's Military Identification Card, or
3) an Arkansas Identification card.
All other forms of identification must be approved by the City of Little Rock Human Resources Department prior to the test date. All forms of I.D. must include a picture of the applicant AND current legal name AND date of birth. If proper ID is NOT presented, applicant will not be allowed to test.
PROMPT ARRIVAL IS MANDATORY: You may take the Written exam on either test date. Candidates only need to participate in one of the two test sessions/dates. However, testing will be limited to the first 200 applicants each day. There is no need to call and schedule for testing. Registration of applicants will begin promptly at 8:00 a.m. The doors to the test room will be locked promptly at 8:00 a.m. on both test dates. There is no grace period; there will be no exceptions!
PARKING: Availability of downtown parking is limited. The City will not pay for parking.
Saturday only: Limited parking is available behind City Hall (500 West Markham).
SUPPLIES: All necessary supplies to complete the test will be provided by the City.
FINAL NOTE: Resumés, certificates, etc., will not be accepted at the written test site. Please leave cell phones, pagers, palm pilots or any other electronic communication devices in your car or at home.
