OK Troops I got this sent to me from Chicago
Can it be true :confused: If it is then how come its not in any of the Firehouses :confused: Or is Lyons scared to make it Public :confused:

A Resolution of Non Confidence


Whereas the membership of Local 3721 of The American Federation of Government Employees hereby makes known and declares that the Fire Chief of the District of Columbia. Fire and Emergency Medical Services Department, Adrian Thompson, has through his own actions and those of his subordinates placed the position of the Local to a vote of No Confidence on this day, May 28, 2004, and;

Whereas this vote was taken due to Adrian Thompson either acting and/or failing to act in his capacity as Fire Chief for the District of Columbia Fire and EMS Department in so woeful a manner as to leave no choice to the membership, and;

Whereas Adrian Thompson has knowingly and willfully depleted the personnel of the EMS Division in order to hire away crewmembers to give firefighting those personnel, thus “raiding” Local 3721 of members, and;

Whereas Adrian Thompson has repeatedly failed to even attempt to address the inexcusably pathetic injury and retirement status of the civilian employees under his charge, and;

Whereas Adrian Thompson has knowingly and willfully allowed the downgrading of EMS capabilities by initiating the implementation of “one-and-one” staffing with one paramedic and one EMT, as opposed to the current staffing requirements of two paramedics and;

Whereas Adrian Thompson has initiated the invention of Emergency Medical certifications, i.e. Advanced EMT, that are acknowledged by no national body and do not represent any skills not covered by the certification of EMT as stipulated by the National Registry of Emergency Medical Technicians with the obvious intent of fooling the public into believing that these individuals represent Advanced Life Support providers, and;

Whereas Adrian Thompson has repeatedly and willfully failed to respond adequately to the many and varied complaints regarding the Communications Division’s intransigence in such matters as:

Failing to provide ambulance crews with vital information when such actions could imperil the life and welfare of the crews


Repeatedly failing to dispatch the closest unit to emergencies, i.e. dispatching a Medic Unit from a farther distance in lieu of sending a Paramedic Engine Company


Sending Mobile Intensive Care units to low priority responses and then being forced to send a Basic Life Support unit when a critical response occurs


Rude and abusive behavior by Communication Supervisors and dispatchers to ambulance crewmembers, and


The repeated loss of power and the failure of back-up systems that threaten the lives of the citizens and visitors in the District of Columbia and;




Whereas Adrian Thompson has been unsupportive of EMS by failing to aggressively correct erroneous reports of malpractice and malfeasance made by other divisions and outside elements against said providers, and;

Whereas, Adrian Thompson has condoned actions inimical to good patient care, such as allowing members assigned to the Paramedic Engine Companies to re-assign critical patients to Basic Life Support units with impunity and failed to take action against members of the Firefighting Division when complaints have been made about poor patient care and then condoning the retaliation against said complainants, and;

Whereas, Adrian Thompson has allowed extremely inexperienced new paramedics to practice Advanced Life Support alone and with no supervision on the Paramedic Engine Companies thus imperiling the residents of and visitors to the District of Columbia in order to replace civilian personnel with members of IAFF Local 36, and;

Whereas Adrian Thompson has initiated the dismantling of the Continuous Quality Improvement Section that leaves the Department without the resources to independently evaluate the Paramedic Engine Companies or other paramedics and pressured the Department of Health to continue to consent to the degradation of the standard of care by placing yet more Advanced Life Support units in service with only one Paramedic, and;

Whereas Adrian Thompson has initiated a marked reduction in the standard of care by allowing a single Paramedic to provide Advanced Life Support in place of the EMS Division’s customary two Advanced Life Support Providers level of care, and;

Whereas Adrian Thompson has failed to ensure competitive promotions for several executive level positions (thereby allowing promotion through longevity), threatened the existing supervisory staff with termination for no cause and tried to rule through terror, and;

Whereas; Adrian Thompson, in his capacity as Fire Chief has repeatedly ignored and willfully failed to act upon knowledge of the Medical Directors failure to fulfill his job requirements, and;

Whereas Adrian Thompson has knowingly and willfully violated the laws of the District of Columbia by exceeding his current budget in order to hire firefighting personnel while refusing to hire individuals to replace EMS vacancies and has manipulated the manpower assignments to deplete EMS and inflate the Firefighting Division, and;

Whereas Adrian Thompson has knowingly and willfully violated federal law by ignoring Federal grant requirements for the expenditure of funds and spending said funds inappropriately elsewhere in order to enrich the Firefighting Division over all others.



Therefore, It Is Resolved: The membership of Local 3721 of the American Federation of Government Employees hereby declares that for these actions and inactions, Adrian Thompson has forfeited our trust and confidence and we hereby announce our Declaration of a Vote of NO CONFIDENCE in the abilities of the Fire Chief, Adrian Thompson.

If you replaced Adrian Thompson, Fire Chief with Kenny Lyons AFGE Local 3721 through most of the document, I would agree with it.

you forgot this part of the Vote of No Confidence which I am sure must have been unaminously approved and omitted by accident......


in addition let it be known that Paramedic/President Lyons and the EMS Workers Union does not nor attempts to do a damn thing to benefit the citizens and visitors of the District of Columbia ;

and that the EMS workers Union does nothing to benefit and better yet stands in there way of professional advancement of those members of the union which do the job in a decent, professional and caring way;

Whereas the inferior, laziness and utter incompetence of work done by approximately 65% (you know who you are) of the EMS workers has been the total cause of this problem since the inception of a civilian component was adopted all so many years ago;

Whereas the EMS workers union led by Paramedic/President Lyons has done not a fricking thing but bitch, whine and complain to the enth degree and now have the ear of a few media hungry politicians looking for a vote or with an axe to grind would believe that the source of the problem is Adrian Thompson and the evil firemen;


So as you see maybe if Local 3721 had done more to attempt to work with the DCFD Management and Local 36 towards providing QUALITY,PROFESIONAL and REALISTIC EMS to the citizens, visitors and workers of the District of Columbia they would not be looked at like the laughing stock of a Labor Organization that they are....

These are my insightful, personal yet humorous comments with just a hint, ok I am sorry not a hint but a bucketful of truth sorry if it hurts feelings but OWTF ;)

I wonder why the illustrious Dr. Daniels was left out of the frey. He's the one that gave the green light on most or all the changes on that side.

It's a shame your union has a no confidence vote in the fire chief and no one has the BALLS to tell him, and that it is found out from an out of town source.Just the type of leadership that you and your union should be proud of!!!

It would seem that the current chief has done more to move ems foward than others have. While they could maybe pay a little more of a premium (10% I believe) for medics, it still is not bad. The national trend is being followed. 3721 is fighting a losing battle it would seem, you cant argue with numbers. They will lash out at anyone they can to move their agenda foward. Ask most paramedics that did not come from within the system and that have been medics for less than 10 years and I think most would be all for Thompson and the current agenda.
