Is there a statue or recommendation by the US Gov't stating that municipalities should / shall abide by NFPA standards? And where can I find it? If so, the Gov't is working by the "do as I say not, as I do" rule.

To the best of my knowledge the "Feds" cannot force a municipality to abide by NFPA. Adoption of NFPA is by state statute or local ordanance. Where there might be some requirement is that under the DODI 6055.6 Fire and Emergency Services Program- Federal Firefighters, Contract Firefighters and municipalities providing fire services to a DOD installation are required to comply with NFPA. This includes such items as certification and staffing. See the DODI 6055.6 sections on applicability of the instruction and for fire departments "outside the gate" who count in the response/staffing requirement.
