Only fire police, EMS captains, and chiefs are allowed to have emergency lights in DE.

Please don't forget about the Chief and Assistant Engineers needing their blue lights!!
Also, a few years ago each county was allowed by the DVFA to vote whether or not to allow their responders to use a 'white' colored flashing light (either a strobe or wig-wag). I know that NCC voted to deny this county-wide. I believe Kent voted to leave this up to each individual company to allow or not. I'm not too sure how Sussex went with this issue.
I am not too certain how legit the "EMS Captains" having blue lights is. This does not follow DE Code (Title 16).

The new code that came out last year allows the EMS captain to have blue lights. I believe that was the only change to the code

CelticPride is correct, the code changed last year to allow EMS captains to have blue lights. I also believe that sussex has left the white light issue up to the fire departments to deal with.
