In the UK we have quite a problem with the Command Power mentality applied by Senior officers to their underlings. In the past we have referred to this as closing of the ranks when the shit hits the fan, operationally, in the face of criticism or litigation. Of course in the past and present CPST manifests itself in all organisations. For instance in world war one each side would line up its own soldiers and shoot them to prevent mutiny.
